Has Council rezoned this site?
Yes. Council resolved to rezone the site to R2 Low Density Residential on 15 February 2022. The rezoning was finalised on 13 May 2022.
What is the site currently zoned?
The site is now zoned R2 Low Density Residential under the Ku-ring-gai Local Environmental Plan 2015.
Has Council resolved to rezone the site?
No. The Council has not made any decision to sell the site. Such a decision would require a separate Council resolution and would be undertaken in accordance with Council's Acquisition and Divestment of Land Policy.
Why did Council resolve to prepare a Planning Proposal for the site?
The site was occupied by the former East Roseville Bowling Club, which leased the site from Council. In 2017 the East Roseville Bowling Club advised Council that they proposed to relocate to the Lindfield Bowling Club, and that they wished to terminate the lease with Council and vacate the property in late 2017. The key reason for the club vacating the site was a significant reduction in membership.
The site’s use under the current zoning does not offer the highest or best use of the site. Changing the zoning would increase the capacity for different uses of the land and allow possible future divestment of the site. Funds from any future divestment of the site would be used to provide social and community infrastructure.
Can my property be included in the Planning Proposal?
No. Council has only rezoned 47 Warrane Road, Roseville Chase, the former site of the East Roseville Bowling Club. Any rezoning of adjacent properties would require a separate Planning Proposal.
The North District Plan by the Greater Cities Commission requires the Council to undertake a Housing Strategy to identify where and what form the additional housing will be provided in Ku-ring-gai. Ku-ring-gai’s Housing Strategy seeks to provide additional housing opportunities under the Council’s current planning controls.
Is Council intending to open Warrane Road through to Babbage Road?
No. The Planning Proposal does not propose to open Warrane Road to permit traffic through to Babbage Road.
When and why was the site acquired?
Council progressively acquired the lots in the 1950s for recreation purposes.
When can I have my say?
The Planning Proposal has been gazetted and therefore will not have any further formal consultation process with the community.
The community was consulted throughout the Planning Proposal process and the associated site-specific Development Control Plan. A public exhibition for the adopted Planning Proposal was held on 16 September 2021 to 15 October 2021. A public exhibition for the associated site-specific Development Control Plan was held on 4 July 2022 to 1 August 2022.
