Road openings
A permit is required by Council prior to any work taking place on public land.
A Road Opening Permit allows a person to excavate public infrastructure such as roads, footpaths, kerb and gutter and nature strips to undertake private work such as stormwater and sewer connections. The restoration of the public infrastructure is undertaken by Council.
Please note:
- Larger projects involving construction/reconstruction by the applicant of Council infrastructure, under a Development Approval, require Roads Act Approval - not a Road Opening Permit. Please contact Council on 9424 0954.
Applying for a permit
Apply below, with an upfront payment for the permit application and restoration fee. This fee will be based on Council’s current fees and charges.
Any additional restoration charges which may be incurred by Council to restore the road to its original condition will be assessed by Council staff and is payable by the applicant.
Upon receipt of payment, road opening permits are typically issued within 3 to 7 days.

Any contractor used must have experience and hold a current public liability insurance policy to the value of $20,000,000 for work on public roads.
