Driveways
Council needs to ensure all driveways and vehicle crossings over the gutter are safe and provide appropriate access.
Important:
Before starting any work on a driveway crossing, footpath or the road reserve Council approval is required. Failing to obtain approval may result in the work needing to be demolished and reconstructed at your cost.
Note: Complying Developments (CDC) also require separate approval for footpath and gutter crossings.

Council's specifications ensure the design and construction of crossings are safe and detail permitted materials.
Applying for driveway access construction
Design level approval
- A Council officer will inspect your location and provide driveway levels within 45 days (longer for complex sites).
- It is your responsibility to contact Before You Dig Australia to check for any utilities and services that may be affected by excavation or require relocation.

Inspection and approval
A formwork inspection must be arranged with the Driveways Engineer before pouring the driveway or footpath. This inspection is required to ensure your formwork matches the conditions and requirements specified in the driveway levels approval letter.
Only after an approved formwork inspection will you be able to proceed with the construction of the driveway crossing and/or footpath.
Note: For a new house build, a final inspection is required after all construction works are complete. This inspection ensures compliance with standards for roads, kerb and gutter, adjacent footpaths and the nature strip.
Traffic and Pedestrian Management Plan
Prior to excavation of the proposed driveway works, the contractor must obtain an approved Traffic and Pedestrian Management Plan (TMP).
Submit your TMP for approval via Council's temporary road closure form.
Inspection requirements
- Please ensure the formwork is prepared with the approved gradients, steel reinforcement in place and the back of the layback set at the appropriate height.
- Traffic and Pedestrian Management Plan (TMP) must be acquired prior to booking the formwork inspection.
Important: Failure to meet these requirements will result in the inspection being marked as a failure and a re-inspection fee will be charged.

Costs
Under the Roads Act 1993 property owners are liable for construction, maintenance and repair costs of the vehicular access between the road and property boundary.
Driveway construction
- Can be completed by Council staff or licensed contractors.
- After approval, hire your own contractor or email driveways@krg.nsw.gov.au for a Council quote.
Note: Council must construct the layback if there is no kerb on the street.
